Frances Poindexter was born on December 13, 1950, in Cordell, Oklahoma, and grew up in Elk City, Oklahoma. After graduating high school in 1969, she studied business and banking in Oklahoma City while working in accounting at the Oklahoma Allergy Clinic.

Throughout her life, Frances has demonstrated resilience and leadership. She raised two children, Steven and Melissa, and is a proud grandmother to Hadley and Kingston. After experiencing personal hardships, she found lasting love with her late husband, Roy.

For over 20 years, Frances has been an active member of the Oklahoma Council of the Blind and the Heartland Council of the Blind, serving in many leadership roles. In 2017, she joined the OKC West Side Lions Club, where she has served as Club President and in multiple other key positions.


She held for the multiple district SW First and Second Vice District Governor and now she holds the position of Governor 

Her service has earned her numerous awards, including the International President’s Certificate of Appreciation (2025), Melvin Jones Fellow (2024), Club Lion of the Year (2021–2022), and Rookie of the Year (2018–2019). She also holds bachelor’s and master’s degrees from Lions University and is a graduate of the Great Plains Lions Leadership Institute (GPLI).



Frances’s lifelong dedication continues to inspire all who know her.


Ok Lions Southwest District Convention: The convention will be at Westside Town Hall Oklahoma City, Oklahoma this year on Saturday March 28th, 2026.

District Lion of the Year Guidelines for selection of the District Lion of the Year shall be: Must be an active member in good standing. Must be nominated by his/her club or zone chair. Must have performed outstanding service beyond the club level during the current year. Nominations for District Lion of the Year must be received by the District Governor 45 days prior to the State Convention. All nominations should include a photo of the individual member nominated. Past District Lion of the Year Winners may not be selected again. A Lion who moves into the district and has received the award in another district may be eligible in District 3-SW. This recipient must be a Lion in good standing, from a club of good standing with district, state, and International.

Southwest District Awards

District SW PID George Hazelbaker Lifetime Service Award

This is a District level award to recognize a long time Lion who has advanced the development and progress of Lionism in a tangible and meaningful way. The awardees must have a minimum of twenty (20) years of service as a Lion. The Recipient must have contributed to his or her club, district and state to further the goals of Lionism. Though some Lions may be only partially active due to ill health or other unavoidable problems, they would still be considered for the award. The George Hazelbaker Lifetime Service Award may be awarded only once.

District SW DeRoy Skinner Rookie of the Year Award

This is a District level award to recognize a Lion who has advanced the development and progress of Lionism in a tangible and meaningful way. This award will be given at the District Convention to one Lion. The purpose of this award will be to provide a means for Lions Clubs to recognize one member of their club for his/her outstanding efforts in Lionism. Eligible Nominees: All active Lion members that have been a member for not more than five (5) years at the beginning of the current Lion’s year. This recipient must be a Lion in good standing, from a club of good standing with district, state, and International. The method of selection of the local nominee will be determined by the club. The club president may wish to appoint a special committee to select a nominee or may ask their board of directors to carry out the responsibility.

This is a District level award to recognize a member that serves Lions both in their home club and in various other areas such as zone, region, district, state, and International. Eligible Nominees: All active Lion members that have been a member for more than five (5) years and less than 20 years at the beginning of the current Lion’s year. This recipient must be a Lion in good standing, from a club of good standing with district, state, and International.
